Credentials for School Counselors in Michigan
The role of a Michigan school counselor can be fulfilled by individuals holding any of the following credentials:- School Counselor License (SCL)
- Michigan Teaching Certificate with the School Counselor (NT) endorsement
- Preliminary School Counselor License (PSCL)
- Temporary School Counselor License (TSCL)
- School Counselor License

Licensing Requirements and Procedures
The Michigan Department of Education (MDE) issues the School Counselor License (SCL) in accordance with Michigan laws and administrative rules. Here's a breakdown for both in-state and out-of-state applicants:In-State Applicants
Applicants enrolled in a school counselor program at an approved Educator Preparation Institution will be evaluated by the in-state university certification officer. Here are the requirements for obtaining an SCL:- Completion of at least 30 graduate-level semester hours in an approved school counselor education program resulting in a master's degree.
- An internship of at least 600 clock hours, with at least 300 of those hours in a school setting.
- Passage of the Michigan Test for Teacher Certification (MTTC) School Counselor examination.
Out-of-State Applicants
Applicants who complete all requirements of an approved school counselor education program in another state, country, or federally recognized Indian tribe are eligible for evaluation. They must:- Complete a master's degree or higher in a school counselor educator program, including an internship in a school setting.
- Or hold a master's degree and a valid or expired school counselor license from another state, country, or federally recognized Indian tribe.
Renewing Your Credential
Educators holding the School Counselor (NT) endorsement on a teaching certificate must meet legal requirements to renew their teaching certificate. Endorsements are maintained through the renewal of the teaching certificate.For more information, please follow this link.
