Empowering Education: Navigating CEIS and CCEIS for a Brighter Future
In the ever-evolving landscape of education, ensuring that every child has access to the resources they need to succeed is paramount. Coordinated Early Intervening Services (CEIS) and Comprehensive Coordinated Early Intervening Services (CCEIS) are two frameworks designed to provide targeted support to students who require additional academic and behavioral interventions. Understanding the distinctions and applications of these services can empower educational leaders and stakeholders to create more inclusive and effective learning environments.
Understanding CEIS and CCEIS
Both CEIS and CCEIS aim to address the needs of students who are not currently identified as requiring special education but who need extra support to thrive in a general education setting. However, there are key differences between these two approaches:
- CEIS: This is a voluntary program under 34 CFR §300.226, where Local Education Agencies (LEAs) can choose to allocate up to 15% of their IDEA Part B funds to support at-risk students from kindergarten through grade 12. The focus is on providing professional development and implementing scientifically based interventions.
- CCEIS: This is a mandatory program under 34 CFR §300.646 for LEAs identified with significant disproportionality in student identification, placement, or disciplinary actions. It requires the use of exactly 15% of Part B funds to support children aged 3 through grade 12, including those already receiving special education services.
Permitted Activities and Reporting Requirements
Both CEIS and CCEIS funds can be used for:
- Professional development for teachers and school staff.
- Educational and behavioral evaluations, services, and supports.
- Implementation of scientifically based literacy instruction and interventions.
LEAs participating in CEIS must report the number of children served and those who subsequently received special education services. In contrast, CCEIS requires public reporting on policy revisions and additional reporting as determined by the Office of Special Education Programs (OSEP).
Allowable Expenditures
CEIS and CCEIS funds can be allocated for various activities, including:
- Advertising, after-school interventions, and alternative education programs.
- Salary for coordinators, mentors, coaches, and general education teachers.
- Purchasing computing devices and software for academic and behavioral interventions.
- Progress monitoring activities and professional development services.
It is crucial for LEAs to ensure that expenditures align with their approved CEIS/CCEIS Plan narrative and budget.
Empowering Educators and Students
By understanding and effectively implementing CEIS and CCEIS, educators can significantly impact the lives of students who need additional support. These services not only provide necessary interventions but also foster an inclusive environment where all students have the opportunity to succeed.
