- Use MTSS to match support intensity to need, including clear entry/exit criteria, progress monitoring, and intervention integrity checks.
- Prioritize equity-driven resourcing by pairing disaggregated data with staffing, scheduling, and professional learning plans—especially for students facing homelessness, mobility, or language-access barriers.

- Build family and community partnerships that make reading practice more accessible beyond the school day, while remaining culturally responsive and realistic for families’ time and resources.
