Welcome to the World of ESSER III!
The American Rescue Plan (ARP) Act of 2021 introduced the Elementary and Secondary School Emergency Relief Funds, commonly known as ESSER III. Designed to help school districts tackle the challenges posed by the COVID-19 pandemic, ESSER III offers a robust financial boost, enabling schools to better serve their students and communities.
How Does ESSER III Work?
ESSER III builds on previous relief efforts under the CARES and CRRSA Acts. Each state receives funds based on their Title I funding share, and these funds are then distributed to districts. Here's a fun fact: districts can expect awards approximately 2.2 times larger than those from ESSER II!
Key Requirements and Allocations
- Period of Performance: Funds can be used through September 30, 2024.
- Spending Requirements: At least 20% of the funds must address lost instructional time.
- No Equitable Services Requirement: Unlike previous rounds, ESSER III doesn't include this requirement.
- Maintenance of Equity: Districts must ensure equitable distribution of funds and staffing.
Planning for a Safe Return to School
Districts must develop a plan for a safe return to in-person instruction, making it publicly available within 30 days of receiving funds. If your district already had a plan before March 11, 2021, you're in luck—it meets the ESSER III requirements!
Stakeholder Engagement: A Collaborative Approach
Engagement with stakeholders is crucial. This includes:
- Students and families
- School and district administrators
- Teachers, principals, and other educators
- Civil rights organizations
- Representatives for children with disabilities, English learners, and other vulnerable groups
Implementing Your ESSER III Plan
ESSER III funds should be used to:
- Implement CDC-aligned prevention and mitigation strategies
- Address academic impacts of lost instructional time through evidence-based interventions
- Meet the academic, social, emotional, and mental health needs of all students
Maintenance of Equity
Districts must ensure that high-poverty schools do not experience disproportionate reductions in funding or staffing. This commitment to equity is a key condition for receiving ESSER III funds.
