What is UPIPS?
UPIPS is a comprehensive system designed to monitor and improve the effectiveness of special education programs across Utah. It involves both external monitoring by the USBE SES and internal monitoring by the LEAs, ensuring that educational services meet required standards and genuinely benefit students with disabilities.
Objectives of UPIPS
- Improve academic and social outcomes for students with disabilities by linking LEA data to improvement efforts.
- Ensure compliance with IDEA federal regulations and Utah Special Education Rules.
- Connect LEA program improvement efforts with multi-year professional learning planning.
- Support LEAs in self-assessment, evaluation, and improvement of program effectiveness.
UPIPS Themes
- Continuity: Monitoring is continuous, linked to systemic change, and integrated with self-assessment and feedback.
- Partnership with Stakeholders: Collaboration with diverse stakeholders to identify issues and develop solutions.
- LEA Accountability: LEAs are responsible for identifying strengths and areas of concern, implementing strategies for improvement, and reporting progress.
- Data-Driven Self-Assessment: LEAs use data to review and improve outcomes for students with disabilities.

Supporting LEAs

Compliance and Improvement
Compliance with IDEA and Utah Special Education Rules is a fundamental aspect of UPIPS. LEAs are expected to correct any identified noncompliance and continuously work towards improving their special education programs. The USBE SES monitors progress and provides guidance to ensure all students with disabilities receive a Free Appropriate Public Education (FAPE).
