In 2015, the Virginia Department of Education (VDOE) was tasked with conducting a study on the entities formerly known as Special Education Regional Programs. This study aimed to review the funding model used to provide funds to school divisions that offered specific services to students through these Regional Programs.
Historically, the VDOE provided funds to school divisions to offset the high cost of delivering instructional and other services for students identified in low incidence disability categories. These funds were allocated to school divisions that participated in partnerships known as Special Education Regional Programs.
As a result of the study, the VDOE initiated a transition to a new funding model in 2017. This new model ensures that all school divisions are eligible to receive funds for services provided to students meeting the criteria for Students with Intensive Support Needs.
For school divisions to be eligible for this new funding model, they must meet three primary requirements:
- Submit an application: This is known as the Students with Intensive Support Needs Application (SISNA).
- Provide a detailed accounting: School divisions must submit a detailed accounting of all expected and estimated annual costs for each student that meets the criteria as a Student with Intensive Support Need.
- Develop a Memorandum of Understanding: This MOU must be created between the school divisions of the required partnership.
By adhering to these requirements, school divisions can ensure they receive the necessary funds to support students with intensive support needs, thus providing them with the essential services they require for their educational success.
