Facilitated IEP/504 meetings offer a structured approach to planning and developing Individualized Education Programs (IEPs) or 504 plans. In Rhode Island, these meetings are supported by the Rhode Island Department of Education's Office of Student, Community, and Academic Supports, offering a free, state-sponsored service to enhance communication and collaboration among IEP/504 team members.
What is Facilitation?
Facilitation occurs during regular team meetings, such as IEP or 504 planning meetings. The facilitator, an impartial and skilled individual, guides the team by maintaining focus on the student’s needs. This role involves conflict prevention and resolution, encouraging communication specific to the IEP/504, and empowering team members to actively participate. It is important to note that facilitation is voluntary, requiring agreement from both parties to invite an external facilitator.
The Role of the Facilitator
- Helps develop group norms, an agenda, and desired outcomes for the meeting.
- Guides discussions by asking student-focused questions.
- Keeps the team on task and the meeting on schedule.
- Clarifies points of agreement and disagreement, assisting in identifying workable solutions.
- Does not make decisions or become a team member.
- Does not address issues unrelated to the IEP/504 or draft the IEP/504.

Requesting a Facilitated IEP/504 Team Meeting

To request a meeting, both parties must agree to participate and complete the Facilitated IEP/504 Request Form. Forms are available in English, Spanish, and Portuguese.
Rights and Responsibilities
Facilitation does not relieve districts of their regulatory obligations, including timelines. If an agreement is reached, the district must complete the IEP/504 document and provide copies to the parent or adult student. The only records kept include session details and outcomes, but neither RIDE nor the facilitator retains the IEP/504 document itself.
