Alternative Delivery of Specialized Instructional Services (ADSIS) is a crucial initiative in Minnesota that provides an opportunity for districts and charter schools to apply for state special education aid. The main objective of ADSIS is to offer targeted instruction to students who need additional academic or behavioral support, enabling them to thrive in a general education setting.
The ADSIS program is designed to reduce the number of inappropriate referrals to special education by offering proactive instructional supports to struggling students early on. This early intervention approach is vital in ensuring that students receive the help they need before their challenges become more significant.
Districts participating in ADSIS are required to integrate the program within their existing continuum of supports. They must also collect data as specified in the application and submit evaluation information to the Minnesota Department of Education (MDE) annually to assess the program's impact.
Each district's application must outline several key components:
- Buildings, Grade Levels, and Service Areas: Clearly identify where and to whom the services will be provided.
- Decision Support Data System: Specify the data system used to support decision-making processes.
- Evidence-Based Practice: Ensure that the practices employed are grounded in research and proven to be effective.
- Service Delivery Model: Define how services will be delivered, including:
- Location: General education classroom or alternate location
- Number of Students: Individual or small group sessions
- Frequency and Duration: How often and for how long services will be provided
- Schedule: During the school day, extended school day, or extended school year
Eligible applicants for ADSIS are Minnesota public school districts and charter schools that offer direct services to K-12 students and preschool students who are part of district programs generating general education revenue. However, cooperatives, education districts, and intermediate school districts cannot apply on behalf of member districts.
