The Michigan Department of Education (MDE) has introduced significant changes to the School Social Worker Certification Code, impacting how social workers are approved and certified in schools. The Shift from Approval System to Certification
Previously, school social workers operated under an approval system linked closely to employment. However, with the new updates effective from June 27, 2024, the MDE has transitioned to a more structured certification process. This change means that eligibility for school social worker credentials is no longer contingent upon employment status.
Now, individual social workers are issued Preliminary and Professional School Social Worker certificates directly after evaluation. This shift empowers social workers to manage their credentials independently through the Michigan Online Educator Certification System (MOECS). For schools, this means they must verify a candidate's credentials using MOECS before making hiring decisions.
Understanding the Transition Period
The transition to this new system is designed to be smooth for all parties involved. Until July 1, 2025, Intermediate School Districts (ISDs), Local Education Agencies (LEAs), and employers can continue applying for School Social Worker approvals. During this period, those applying for a School Social Worker Certificate will enjoy a waiver of the certificate evaluation fee as an incentive to transition.
The Role of Permits in Hiring
If schools face challenges in hiring credentialed social workers, they can apply for a School Social Worker Permit through MOECS. To qualify for a permit, candidates must meet specific educational and professional requirements:
- A master's degree or higher in social work.
- A valid Limited License Master of Social Work (LLMSW) or Licensed Master of Social Work (LMSW) from the Michigan Department of Licensing and Regulatory Affairs (LARA).
- Enrollment in an MDE-approved school social worker preparation program.
- An employment offer from a Michigan school to provide services under supervision.
This permit allows candidates who are still completing their educational requirements to gain practical experience while ensuring that students with disabilities receive necessary support.
The Importance of Proper Credentials
The correct credentialing of school social workers is crucial for compliance with both state and federal regulations. A licensed social worker must hold either full approval as a school social worker or possess a School Social Worker Permit or Certificate. This ensures they can work effectively with students with disabilities, implement Individualized Education Programs (IEPs), and conduct special education evaluations.
An assignment of non-credentialed personnel could result in a denial of Free Appropriate Public Education (FAPE) as mandated by IDEA regulations. Furthermore, it could impact funding since only approved special education personnel costs are eligible for reimbursement.
