New York State is taking significant steps to enhance educational opportunities through its Learning Technology Grant (LTG). This initiative aims to develop, implement, and share innovative programs that utilize learning technologies to personalize learning and increase access to high-quality, rigorous learning experiences. Whether through online, distance, or blended learning, the LTG is set to make a considerable impact on the state's educational landscape.
Purpose of the Grant
The primary goal of the Learning Technology Grant is to support programs that focus on improving culturally and linguistically responsive learning environments. These programs will help ensure that every child has equitable access to the highest quality educational opportunities. This aligns with the mission of the NYS Board of Regents, which aims to prepare every child for success in college, career, and citizenship.
Project Period
The grant period spans 2.5 years, from January 1, 2025, to June 30, 2027. Applicants must submit a budget for the first six months (1/1/25 to 6/30/25) along with a 2.5-year budget summary. Funding beyond the first year is contingent upon satisfactory performance, timely reporting, and legislative appropriations. It's important to note that no extensions or carryovers of funds are allowed from year to year.
Eligible Applicants
The grant is open to public school districts and consortia of districts or districts and BOCES. Unfortunately, charter schools are not eligible to apply. Here are some key points:
- New York City proposals must be submitted by a Community School District (CSD), either individually or as part of a consortium.
- The Big Four public school districts (Buffalo, Rochester, Syracuse, and Yonkers) must apply individually.
- Rest of State (ROS) consortia can include two or more districts and/or at least one district and one BOCES.
- BOCES can submit proposals as part of a consortium but cannot apply individually.
- Consortia must be led by an active Consortium Lead, which can be a district or BOCES.
- All public school district applicants must offer Religious and Independent Schools within their boundaries the opportunity to participate meaningfully in the proposal development.
Maximum Number of Proposals
Each New York City Community School District may submit one application, either individually or as part of a consortium. Each Big Four District can submit two applications, with the potential to receive one award of $200,000. ROS Districts can submit one application, either individually or as part of a consortium. BOCES can also submit one proposal as part of a consortium.
Bonus Points
Preference, in the form of bonus points, will be given to proposals submitted by a District or Consortium that includes:
- One or more districts designated as a Target District, or with at least one school identified as a Comprehensive Support and Improvement (CSI) or Targeted Support and Improvement (TSI) School.
- A District classified as a rural district.
- A District serving a high percentage of English Language Learners/Multilingual Learners (ELL/MLL) students, students with disabilities, or economically disadvantaged students.
Bonus points are cumulative, and an applicant may qualify for up to 12 bonus points.
Amount of Funding
Approximately $3,285,000 is expected to be allocated annually. Funds will be divided into three categories: New York City, the Big Four public school districts, and all other public school districts and BOCES in the Rest of State (ROS). Funding beyond the first year will depend on legislative appropriations.
