Why NAEP Long-Term Trend Data Still Matters
When schools talk about student progress, it’s easy to focus on the most recent test cycle or the latest district dashboard. But long-range trends tell a deeper story: where we’ve made meaningful gains, where progress has stalled, and which student groups have benefited most (or least) from decades of reform.
The National Assessment of Educational Progress (NAEP) long-term trend assessments provide that big-picture view. Unlike the main NAEP (which evolves to reflect changing curricula and standards), the long-term trend assessment measures a consistent set of reading and mathematics skills over time. That consistency is what makes it so valuable for understanding true change across generations of students.
For school leaders and student support teams, these trends aren’t just “interesting.” They can guide decisions about early intervention, sustained supports for adolescents, and equity-focused strategies that help close achievement gaps.
The Big Headline: Gains for Younger Students, Not for Older Students
Across both reading and mathematics, NAEP long-term trend results show a clear pattern: students at ages 9 and 13 improved from the early 1970s to 2012, while 17-year-olds did not show significant long-term improvement.
Reading: Stronger gains at 9 and 13, flat at 17
From 1971 to 2012, average reading scores rose for:
9-year-olds: up 13 points (2012 average score: 221)
13-year-olds: up 8 points (2012 average score: 263)
Meanwhile, 17-year-olds showed no measurable change over the same period (2012 average score: 287), and no measurable change from 2008 to 2012.
Another important detail: for 9-year-olds, reading scores in 2008 and 2012 were higher than all previous assessment years, even though the change between 2008 and 2012 was not statistically measurable.
Mathematics: Bigger long-term gains at 9 and 13, flat at 17
In mathematics, the long-term gains were even larger for younger students:
9-year-olds: up 25 points from 1973 to 2012 (2012 average score: 244)
13-year-olds: up 19 points from 1973 to 2012 (2012 average score: 285)
But again, 17-year-olds did not show measurable improvement from 1973 to 2012 (2012 average score: 306) or from 2008 to 2012.
What the 2008–2012 Snapshot Suggests
Looking at the more recent window leading into 2012, the pattern becomes even more specific:
Only 13-year-olds made score gains from 2008 to 2012, and they did so in both reading and mathematics.
9-year-olds were essentially flat from 2008 to 2012 in both subjects (though still at historically high levels compared with earlier decades).
17-year-olds remained flat.
For educators, this raises a practical question: what changes in schooling, development, or support systems might be helping students in the middle grades more than students approaching the end of high school?
Equity Progress: Achievement Gaps Narrowed, But Remain
One of the most important findings in the NAEP long-term trend story is about equity. The data show some progress toward closing achievement gaps, especially between White students and Black and Hispanic students.
However, “narrowed” does not mean “closed.” In 2012, White students still scored substantially higher on average in both reading and math, even after decades of improvement for Black and Hispanic students.
Reading gaps at age 13: progress driven by larger gains for Black and Hispanic students
At age 13 in reading:
White students gained 9 points from 1971 to 2012.
Black students gained 24 points over the same period.
That difference in growth narrowed the White-Black gap from 39 points (1971) to 23 points (2012).
Hispanic 13-year-olds gained 17 points from 1975 to 2012, narrowing the White-Hispanic gap from 30 points to 21 points. Notably, Hispanic students at age 13 were the only racial/ethnic group to make reading gains from 2008 to 2012, and the White-Hispanic gap narrowed by 5 points during that period.
Mathematics gaps at age 17: narrowing over decades, stable in recent years
In mathematics for 17-year-olds, average scores increased from 1973 to 2012 by:
White students: 4 points
Black students: 18 points
Hispanic students: 17 points
As a result, the White-Black gap narrowed from 40 points (1973) to 26 points (2012), and the White-Hispanic gap narrowed from 33 points to 19 points.
Yet from 2008 to 2012, there were no significant changes in these gaps for 17-year-olds—another sign that late high school performance can be difficult to shift without sustained, targeted effort.
How to Interpret These Patterns in Real School Settings
NAEP doesn’t tell us exactly why these changes happened, but it does point to where schools may want to concentrate energy.
1) Early and middle-grade supports appear to be paying off
The strongest long-term gains show up at ages 9 and 13. That aligns with the idea that:
Foundational skill-building in elementary school can move the needle.
Middle grades may be a critical window where students can still accelerate with the right instruction and supports.
2) High school outcomes may require different strategies
The flat trend for 17-year-olds suggests that maintaining momentum into later adolescence is a persistent challenge. Potential contributors schools often consider include:
More complex academic language demands across subjects
Gaps in foundational literacy or numeracy that become harder to remediate over time
Attendance, engagement, and motivation challenges
Increased workload and fewer opportunities for intensive, individualized support
3) Equity gains are real—and fragile
The long-term narrowing of gaps is encouraging, but the remaining differences in 2012 show that systems must keep investing in:
High-quality core instruction
Early identification of learning needs
Culturally responsive practices and inclusive learning environments
Consistent access to intervention and specialized services
